 interdependence

defined by the of powerful

organizations sharing public features,

although they may not be traditionally

defined as such:

Large firms have acquired the status of governing

◦ institutions due to their public functions: decisions

on investment, employment, output have important

implications on the allocation of resources!

No longer public-private dichotomy

 Capture of regulators has no sense here.

 It is the “range of regulatory issues subject to public

 decision in a given community”.

Its boundaries are in turn the range of issues, which are

 naturally unlimited but however constrained by

History

◦ Culture (legal, religious, customary)

◦ Availability of resources

◦ Standard procedures

The notion of “space” implies

 insiders and outsiders: to understand regulation we have to

◦ analyse how organizations enter the RS and how they defend their

position within it

Interdependence btw organizations: prevalence of informal links,

◦ focus on the institutionalization of such links.

Why are rules and institutions copied?

 Reg. is costly and demands resources: the organization

◦ controlling them will dominate the regulatory space.

Understanding when regulatory arrangements

 were born is crucial to understand the outcome.

Models of regulation coming from powerful

 countries are more likely to be copied:

UK: central banking

◦ US: emission standards.

Regulation occurs in a situation of crisis, but the

 latter may come in different historical moments

(US/UK).

Issues subject to RS are not given->issues

 defined by the dominant organizations in

RS=by those possessing regulatory power.

Western market economies are very dynamic:

 standards have to be modified very often.

Every innovation means: is it to be regulated

and by whom?

Regulatory issues are ideological

 constructions: their recognition depends on

the dominant organizations.
